“Mr Deeds Goes to Town” (1936, Capra) has the same structure and character archetypes as Ted Lasso. An incredible optimistic and ingenious man arrives to a town who suspects of him but he changes them all.
There is “Mr. Smith Goes to Washington” (1939, Capra) which has a similar structure but is more focused on political issues.
Also, I recommend “The Hudsucker Proxy” (1994, Coen) as it is a sort of parody of the archetypes in Capra’s films. There are recurrent characters such as “The Reporter” which we can also find in Ted Lasso (Trent Crim).

I know this isn’t a movie, but the new show on Amazon Prime/Freevee called Jury Duty fits every one of your criteria while being absolutely hilarious at the same time. Short synopsis: the main character is called for jury duty and agrees to be a part of a documentary about the jury duty experience, but really everyone else (the judge, co-jurors, litigants, bailiff etc.) are all actors and are all in on it. He’s put into wildly offbeat but entertaining situations (but it’s never at his expense) and we get to see how this nice guy and decent person reacts to those situations, fully unaware that he’s being filmed. It’s truly a celebration of being ‘Ted-like’, aka being a normal, decent human being who does the right thing not for recognition, but because he knows it’s the right thing. The guy appreciates the eccentricities of his co-jurors and enjoys the community that forms out of this weird group of people. He’s basically the exact kind of person we’d all want as a friend. And the show is a celebration of that without being even the slightest bit sappy or preachy (which is why I love it). And let me reiterate: it’s effing hilarious!! The last episode did hit me in the feelings a bit, but in the most wonderful way. I’ve already re-watched it twice and I am always left in a better mood because of it.
In this post-Covid politically and economically scary time we’re all slugging through, it is just so nice to have a show like this come along to restore your faith in the fact that most people truly are good and decent and care about the plight of others and are willing to do a little extra to make someone’s day/week/month/life a little better. And if I haven’t underscored this point enough—— it’s seriously hilarious. Like Season One of Ted Lasso hilarious. You should check it out — it will start your weekend off on the best possible foot!

The Castle: the main character, Darryl, is unfailingly positive and supportive to his family, neighbors, friends, pretty much everyone. He sincerely sees the best in everyone and everything. He's so earnest and it's very wholesome. I can't recommend it enough for those times when you just want to watch a feel good film.
Kenny: It's about a guy who has a porta-potty business, and yet, surprisingly sweet.

"Withnail & I"
An absolutely PHENOMENAL film, made by a tiny little independent British company, set at the end of the 1960s. It shares many of the things that make Ted Lasso so good, insofar as it is funny, heart wrenching and has it's share of "colourful/colorful" language. I don't want to say any more about it as I don't want to spoil it for those that follow my advice. If you haven't seen it, I urge you to do so. If you like Ted Lasso, it's a knocking bet that you'll enjoy "Withnail & I".
Note: It's been a few months since I watched it, but talking about it here has forced me to cancel my Friday night plans so I can watch it again and I'm more than happy to do that.
Edit: Just watched "Withnail & I" for the four hundred and thirty seven thousand, six hundred and twenty fifth time and I'm doubling down on my recommendation that Lasso fans will dig it.

I often put on Mystery Science Theater 3,000 whenever I need something funny, entertaining and low-stakes. I also love Rifftrax because they riff on newer movies.

I’ve seen mentions of my second and third favourite films in this thread already - The Grand Budapest Hotel and The Secret Life of Walter Mitty - so I’m going to go ahead and say to watch The Blues Brothers (my favourite) even though it’s not a lot like Ted Lasso at all. It’s really really good though and you’ll definitely be smiling and laughing throughout.

Living is a lovely life affirming film
Gone Fishing is strangely touching program that follows two aging comedians as they go around all the beautiful areas of the UK and ponder health, depression and their eventual death but in a very light and sweet way

The World's Fastest Indian was so good. Uplifting but not sappy, and starring the great Anthony Hopkins.
Waitress has a few dark moments, but it's very funny and sweet.
Bull Durham is a very funny baseball movie with a lot of smarts.
The Station Agent with Peter Dinklage. It's got some dark moments too, but my goodness, it's lovely.

• 'Eddie the Eagle' movie is probably the closest to Ted Lasso in spirit I can name from the top of my head! Believe, indeed!
• '30 Rock' show is my personal happy place:) Though it's not 100% the same, but a lot of the good kicks and comedy bits I get out of it have similar feel.
• And 'Black Dynamite' never fails to bring the best laughts out of anyone in my experience.
• Watch 'Walk Hard' and you've watched 99% of biopics about any musician ever, but it's actually a decent comedy. And then go for 'Weird' with Daniel Radcliffe about properly mythologized Weird Al Yankovic, which is awesome and, yes, weird, and one of the 1% that's left though.
